Call to clip minister’s powers

The Education minister’s powers to appoint heads and board members of educational institutions should be curtailed, a House committee and lobby groups have said. Such appointments, they said, should not be political, but rather based on the candidates’ suitability to bring reforms. According to Parliament’s departmental committee on education and Transparency International (TI), such powers are excessive and need to be reconciled with the principles of democratic governance. Therefore, they want the minister’s powers to appoint reduced and Parliament to vet the candidates. “There is a risk of creating a patronage system in educational institutions if the matter is not checked,” House committee chairman David Koech said on Thursday while launching a report on integrity in the education sector.
