I. Background

Transparency International Kenya (TI-Kenya) is a not-for-profit organization founded in 1999 in Kenya with the aim of developing a transparent and corruption-free society through good governance and social justice initiatives. TI-Kenya is one of the autonomous chapters of the global Transparency International movement that are all bound by a common vision of a corruption-free world. TI-Kenya works to achieve a transparent, accountable and corruption-free Kenya.

The 2016 Anti-Corruption Summit saw leaders come together and make pledges that, if properly implemented, have real potential to reduce corruption across the world. But there was no formal mechanism for follow-up or monitoring to ensure that governments are kept accountable for the promises that they've made.

In an effort to fill this gap, Transparency International Kenya intends to develop an anticorruption pledge tracker to monitor a number of commitments made by Kenya during the summit. This will be an online accountability tool to monitor progress of selected commitments made by the Kenyan Government at the Anti-Corruption Summit.

TI-Kenya is therefore seeking a web developer to support development of the proposed website.

II. Features of the proposed website

The pledge tracker should include the following features;

  1. Pledges searchable by progress status
  2. Details of the government department responsible for delivering the commitment
  3. Details of the deadline of each commitment
  4. An automatically updated breakdown of the commitment statuses by percentage
  5. Direct links to the source of each commitment, as well as relevant links for further information
  6. Reporting modules
  7. In the process of vision design, provide up to 2 design prototypes for usability testing and comply with usability testing results in further development of prototypes if needed;

III.DELIVERABLE

A comprehensive functional website

  1. SCOPE OF WORK, OUTPUTS AND TIMELINES

Within 30 calendar days of signing the contract, the developer will be expected to;

  • Create a design a website that incorporates the above functionalities.

V.QUALIFICATIONS REQUIRED

  1. Thorough knowledge, understanding of and experience with web design proved through Portfolio of beautifully designed products and websites.
  2. At least 3 years of experience in designing visions and layout for web portals
  3. Knowledge of and experience with designing, developing and implementing proprietary and custom solutions.
  4. Familiarity with W3C web standards for web design, development, content and accessibility
  5. University degree or relevant training in IT

VI.APPLICATION PROCESS

Qualified candidate should submit documents of not more than 15 pages including;

  • An expression of interest;
  • Curriculum vitae providing full description of the applicant’s profile and expertise;
  • A financial bid containing time and cost estimate for delivery of the above-described services and outputs, including a break-down to level of effort and expenses
  • Contact information of at least two independent referees with in-depth and proven knowledge of the experts’ / consultant’s expertise and relevant work experience.

VII.COMPLAINTS PROCESS

This call for Expression of Interest does not constitute a solicitation and TI-Kenya reserves the right to change or cancel the requirement at any time during the EOI process. TI-Kenya also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued. TI-Kenya’s vision is “A transparent, accountable and corruption-free Kenya”.

TI-Kenya through its Governance and Policy programme is implementing a project on ‘‘Democracy, Governance and Human Rights’’ which aims to improve access to justice through effective key institutions within the justice sector that respect human rights and the rule of law. The project’s overall objective is to contribute to increased respect for human rights, gender equality and strengthened democratic governance at the national and local levels. TI-Kenya’s focus is in the Police and Justice sectors.

Purpose of the Assignment

The National Police Service, specifically the traffic department has featured in a number of reports as one of the departments where corruption is massive within the Service. Citizens associate corruption in the police with traffic related matters, even though there are other documented avenues of corruption within the Service. Further, the police have continued to rank top as the most prone to bribery in the East Africa Bribery Indices. A campaign and advocacy to curb traffic related corruption is important for citizens and the country as a whole. The success of the proposed campaign and advocacy initiatives would only be possible with the existence of adequate information on the existing gaps. This information can then be used to initiate dialogue with policy makers, the judiciary and parliament to advocate for change of practice in traffic regulation, laws, policies and practices at the national level.

TI-Kenya wishes to contribute in reforming the police traffic department by identifying the existing gaps. TI-Kenya therefore seeks to engage a consultant for a short term period to analyze the drivers of corruption within the department. The report will be used to initiate dialogue with policy makers on the regulatory reforms that can support anti-corruption initiatives in traffic related issues.

Specific tasks will include:

  1. Reviewing the available laws, policies, regulations that govern traffic related matters to identify the existing gaps.
  2. Conduct interviews with key stakeholders in the transport sector including but not limited to the National Police Service, Matatu owners association and Long distance truck drivers to incorporate their views
  3. Providing proposals including best practices on how the identified gaps could be addressed to inform advocacy initiatives.
  4. Facilitating a half day validation workshop (organized by TI-Kenya) with stakeholders for further input on the draft report.
  5. Prepare and submit a final report to TI-Kenya for further action

Deliverable

A comprehensive report with detailed findings on drivers of corruption in traffic related issues and recommendations to guide various interventions.

Expected Outcome

Improved pace in the implementation of police reforms through setting up of anticorruption measures within the traffic department.

Duration

The consultant will be expected to carry out the assignment within 30 working days. The work is expected to start on 27th of March 2017.

Qualifications or specialized knowledge/experience required

  1. Master’s Degree in Law or Social Sciences
  2. Training on Ethics and governance will be an added advantage
  3. At least 5 years’ experience in undertaking research
  4. Excellent understanding of anticorruption issues and governance in the police and or transport sector
  5. Strong communications skills (oral and written)
  6. Proficiency in English is required.

Consultancy: Data Analyst For the East African Bribery Index 2016

1. BACKGROUND AND INTRODUCTION

Transparency International-Kenya (TI-Kenya), founded in 1999, is a not for profit organization, and an autonomous Chapter of the global Transparency International (TI) movement. TI-Kenya envisions a transparent, just and accountable Kenyan society, while its mission is to support citizens and governance institutions enhance transparency and accountability in public and business affairs through legal and policy frameworks, skills, knowledge and information

In order to achieve its mission and vision, Transparency International Kenya conducts research on key governance issues affecting Kenya and the East Africa region to design evidence based advocacy strategies. One of such research projects is the East African Bribery Index. This is an annual study that has been conducted in the five East Africa Community (EAC) partner states since 2010. It is a survey that records bribery experiences from citizens in the EAC as they interact with key public institutions, with a view of highlighting sectors or institutions that are most prone to bribery.

Transparency International Kenya (TI-K) is inviting proposals from highly motivated consultants (individuals, groups or consultancy firms) to analyze the East Africa Bribery Index (EABI) data that will be presented to the consultant in SPSS format.

2. SCOPE OF CONSULTANCY

The Terms of Reference are as below:

  • Perform statistical quality treatment on the raw data as captured by the data entry clerks.
  • Perform statistical treatment of the raw data as per different variables specified.
  • Formulate statistical indicators relating the bribery index as per instructions provided by TI Kenya.
  • Formulate a draft report of the EABI analysis as per the statistical outcomes.
  • Remain available for any amendments and clarifications for the period between the end of contract and report publication.
  • Hand over all the materials and data relating to the assignment to relevant TI-Kenya staff.
  • Any other related duties reasonably allocated by the relevant TI-Kenya staff in furtherance of the assignment.

3. QUALIFICATIONS OF THE CONSULTANT

Candidates, individuals or firms, should possess the following minimum qualifications:

  • At least a Bachelors degree in Statistics, Mathematics or any other relevant degree in social sciences. An advanced degree in any of the above fields will be an added advantage.
  • Proven experience in conducting research and analysis on governance issues.
  • In-depth understanding, knowledge and skills in social research.
  • Record of publications on good governance will be an added advantage.
